Stormwater Pollution Prevention Plan (SWPPP)

Environmental Protection Agency’s (EPA) Clean Water Act prohibits the discharge of any pollutant to waters of the United States unless the discharge is authorized by a National Pollutant Discharge Elimination System (NPDES) permit. The NPDES program is a national permit program designed to regulate point source stormwater discharges (e.g., rain runoff). State and municipal regulatory requirements pertaining to storm water are based upon this federal regulation with additional provisions to address specific conditions of regional watersheds. States develop General Permits authorizing storm water discharges associated with industrial activities, construction activities, and Municipal Separate Storm Sewer Systems (MS4). To obtain coverage under the appropriate NPDES General Permit a facility is required to submit a Notice of Intent (NOI) and implement a SWPPP. Industrial SWPPPs should be updated periodically and any changes to the facilities should be incorporated into the plan. Air Hub's staff has prepared industrial and construction SWPPPs within the eight coastal counties, near impaired water bodies, and within MS4s.
